Why Would The Government Not Buy Xanadu in Freeport

The Xanadu Hotel has 184 rooms and 75 marina slips and 21 acres of land in Freeport, Grand Bahama.  It is on the market for 33 million dollars, a far cry from the 300 million or more that will be required to buy and redevelop the Grand Lucayan property.  Since the owner of Xanadu Mario Donato is a willing seller and the Hutchison Group in Grand Bahama that owns the Lucayan is an unwilling seller, why not go to Mr. Donato and buy the Xanadu and develop for less than 100 million an entire new touristic centre, complete with a replica of the Port Lucaya market. Is there something that we are missing here?
